Fabric Capacity F2 + Pro Power BI Licenses

I have a question, if we create a workspace using F2 and provide content consumers with Pro licenses can we still use Power BI Premium features like Deployment Pipeline and more than 8 refreshes per day for datasets inside that workspace?
