Accepting Free group members

How do you go about accepting members?I have specific questions set up to see where people are at.

I want my free group to have a specific type of person in it and I have had a couple of requests and the answers/person requesting membership were not really in the place I wanted them to be... I am looking to have a community of design business owners who are a bit more advanced - but a couple who have applied are very much beginners. Should I approve them anyway? Or do you have like a screening for free groups?
