Questions regarding internal links on supporting content?

Hello everyone,

I am helping a software training institute to generate leads.

We are available in 4 sub urbans (OMR, Anna Nagar, Porur and Chennai) in Chennai city.

Can I link to all suburban's from my one supporting content?

For example in this article "can I learn data analytics in 6 months", in this article can I link to all the suburban's or do I need to create one article per suburban?

Other than this what are the best practice for internal liking in my case?
