How to start an "Agency"?

I'm going to be vulnerable here and possibly make myself look like an idiot. But, I figure this is the best place to ask the question, so here goes.

First I guess, what exactly is an agency? People on here throw the term around on here but I'm still not exactly clear on what it is. Is it a brick and mortar type business? Is it just a website? Does it typically consist of many staff? What actually makes whatever it is an agency?

Second, how do you start one? As someone with no business history, simply having worked as an employee my whole life, I'm really not sure what the process is for this. Do I just need to build a website and sell stuff? Do I need any permits or licences or anything like that? What's the general process?

Also, do many people run more than one? Is there any benefit to that or is it more typical to just run a single agency?
