New Dispatching gig from outside USA

says it is not really required. Why I ask is that many people are saying it is necessary, but some people say it is not. So to start out, it is sort of a dilemma, whether these things need to be done. On the flip side, if LLC is not formed can we still get other resources working like US phone number, payment provider, etc.? Please shed some light on these issues so as to clarify whether minimal setup can work and what is that minimal setup. Thanks y'all !
