Random but Error in Grammar?

So... I noticed what I believe is a mistake on the SAT Grammar course in the classroom, (and please correct me if I'm wrong.) But it's the beginning of the course. There are a couple practice questions with independent and dependent clauses, and I believe 7 is wrong.

7."That my group finished the project on time surprised the professor."

It says that this is an independent clause in the answers, but it's a dependent clause because the "main verb" ends in -ing... right?
