Under general supervision, assists in suppression of fires, rescue and life savings operations; responds to emergency medical calls and renders basic life support care in accordance with Sacramento County EMS protocols; handles fire streams and other fire service equipment in suppression of fires; performs daily maintenance of stations, quarters, apparatus, and equipment; makes required equipment checks; performs required fire prevention inspections; is subject to being called back when off duty; assists in putting apparatus and equipment back in readiness for other emergencies; prepares necessary reports and maintains necessary records; attends scheduled training drills; performs other duties as assigned.
Additionally, those incumbents with a Paramedic rating provide advanced life support to the sick or injured under the direction of a base hospital physician in addition to the other essential functions of Firefighter.
CLASS CHARACTERISTICS
Supervision Received and ExercisedFirefighter reports to the on duty Captain/acting company officer. Firefighter does not exercise any supervisory responsibilities.
DUTIES AND RESPONSIBILITIES
The following duties are intended only as illustrations of the various types of work that may be performed. The omission of specific statement on duties does not exclude them from the position if the work is similar, related or a logical assignment to the position. Each individual in the classification does not necessarily perform all the duties listed. Employees may perform other related duties at an equivalent level as required.
- Performs general suppression of fires, rescues, and life saving duties;
- Responds to emergency medical calls and renders first aid;
- Handles fire streams and other fire service equipment in suppression of fires;
- Operates emergency vehicles;
- Performs daily housekeeping and station maintenance;
- Makes required equipment checks and reports mechanical deficiencies;
- Assists in minor repair of apparatus;
- Assists in putting rescue equipment and apparatus back in readiness for another emergency;
- Performs daily housekeeping and station maintenance;
- Assists in putting apparatus and equipment back in readiness;
- Performs required fire prevention inspections;
- Participates in public education;
- Attends scheduled training sessions;
- Completes and maintains necessary reports and records;
- Performs other related duties as assigned;
- Subject to call back.
Additional Essential Functions for Paramedic Rating:
- Performs advanced life support care to the sick or injured;
- Performs daily equipment checks and maintenance of ALS equipment;
- Monitor and maintain specific levels of ALS supplies;
- Maintain high level of proficiency in all ALS techniques and procedures;
- Provide preceptor training to Paramedic interns;
- Assist EMS Division and Training Division in the provision of EMS training, general suppression of fires, rescues, and life saving duties.
MINIMUM QUALIFICATIONS
Any equivalent combination of education, training and experience which provides the required skills, knowledge, and abilities may be considered qualifying at the sole discretion of the District. A typical way to obtain the knowledge and skills would be: Education:
- Lateral Firefighter hires must possess a valid Fire Fighter I certificate from the California State Fire Marshal (or the equivalent from a reciprocal State)
- Entry level Firefighters must obtain California State Fire Marshal Fire Fighter I certificate though successful completion of a Cosumnes CSD Fire Department fire academy.
- All firefighters must qualify and apply for a Fire Fighter II Certification prior to completion of the probationary period and maintain it throughout employment.
Experience:
None
At least one continuous year of full-time, paid experience within the last two years as a firefighter performing fire suppression duties in any fire protection district, city, county, state or federal agency.
Special Requirements:
- Must possess and maintain throughout employment a valid California Class "C" driver's license, with a Firefighter endorsement, with a driving record sufficient to be insurable through the District;
- Must be 18 years of age or older;
- Must possess and maintain throughout employment a valid EMT certificate (or paramedic licensure/local accreditation);
- Must pass a safety background investigation;
- A physical fitness examination is required every four (4) years pursuant to Department policy. A fitness for duty exam may be required when appropriate.
Additional Special Requirements for Paramedic Rating:
- Maintain licensure as a Paramedic and accreditation in Sacramento County as a Paramedic in good standing.
Knowledge of:
- Fire district organization;
- General maintenance procedures pertaining to equipment, equipment location buildings and grounds;
- General fire ground operations including, but not limited to, use of hoses, nozzle fittings, extinguishers, generators, proportioners, lifting and hoisting equipment, forcible entry tools, ladders, rescue tools and equipment and fire detection equipment;
- Basic mathematics;
- Principles of fire behavior;
- Principles of fire control and fire ground operations;
- Principles of salvage operations;
- Principles of emergency medical care;
- BLS equipment operation and basic preventive maintenance;
- Emergency vehicle operations;
- Medical radio operations;
- Basic principles of fire and arson investigations;
- The purpose of, and procedures associated with, the District fire inspection program;
- Fire communications system.
Additional Specialized Knowledge for Paramedic Rating:
- Advanced life support pre-hospital care procedures and protocols;
- Proficient in Sacramento County EMS protocols;
- ALS equipment operation and basic preventive maintenance and emergency medical scene management.
Ability to:
- Operate a variety of apparatus and equipment;
- Work professionally and effectively with co-workers and the public;
- Effectively communicate clearly and concisely with individuals or groups utilizing a broad base of verbal skills;
- Assess a situation, draw valid conclusions, and take appropriate action;
- Perform complex tasks during life threatening emergencies;
- Cope with human suffering;
- Operate BLS equipment and perform basic preventive maintenance;
- Use manual and power tools in performance of duties;
- Engage in strenuous physical activities requiring agility, strength, endurance and dexterity;
- Prepare reports using prescribed format and conforming to all rules of punctuation, grammar, diction and style;
- Add, subtract, multiply and divide;
- Conduct oneself on and off duty in a manner which is consistent with contemporary community standards and which does not diminish community respect for or trust in the District.
Additional Abilities Required for Paramedic Rating:
- Perform, in a competent manner, all aspects of the paramedic scope of practice;
- Perform patient assessment and required BLS/ALS procedures skillfully and accurately under emergency scene conditions;
- Write clear, concise and accurate reports; communicate effectively, both orally and in writing;
- Manage emergency medical scenes including operating ALS equipment, performing basic preventive equipment maintenance.
PHYSICAL DEMANDS AND WORKING CONDITIONS
- Mobility: Must be able to perform physically demanding work in temperatures as high as 400°F, and humidity up to 100% while wearing equipment which significantly impairs bodily cooling mechanisms; frequently works in wet, icy, or muddy conditions; frequently wears protective equipment that weighs in excess of 50 lbs while performing essential functions; must be able to operate in environments of high noise, poor visibility, and limited mobility at heights, or in enclosed or confined spaces; frequent sitting at desk and in meetings for long periods of time; frequent reaching and twisting to reach equipment; frequent walking, standing, bending, stooping, and squatting;
- Vision/Hearing/Talking: Regular reliance on sense of sight, hearing, smell and touch while on fire grounds to aid in assigned duties and maintain personal safety; color vision sufficient to perform assigned duties safely; visual acuity sufficient to drive vehicles, read blueprints, specifications, fine print and Video Display Terminals; hear well enough to identify mechanical noises, to converse on the radio, telephone, and in person over incident noise;
- Dexterity: Frequently performs a variety of tasks on slippery, hazardous surfaces, such as rooftops or ladders; must use manual and power tools; frequent repetitive motion;
- Emotional/Psychological: Frequently performs complex tasks during life threatening emergencies; frequently exposed to grotesque sights and smells associated with major trauma and burn victims; frequently works in areas where sustaining traumatic or thermal injuries are possible; frequently works for long periods of time, requiring sustained physical activity and intense activity and intense concentration; occasionally must face life or death decisions during emergency conditions; must be able to make rapid transitions from rest to near maximal exertion without warm-up periods;
- Driving: Ability to use fine and gross motor coordination for driving;
- Potential Exposures: Frequently spends extensive time outside, exposed to the elements; frequently faces exposure to carcinogenic dust or toxic substances, either to inhalation or skin contact; frequently faces exposure to infectious agents, such as Hepatitis B or HIV;
- No person shall pose a direct threat to themselves, to the health and safety of other individuals in the work place, or to the public they serve.
Typical Working Conditions
Incumbents are typically assigned work both in an indoor and outdoor environment which may take place in various types of weather and temperatures. Work frequently takes place at indoor or outdoor locations and may involve exposure to hazardous and/or carcinogenic materials either through inhalation or skin contact as outlined above.

Must be a California or National Registry Paramedic prior to a conditional offer of employment. Being enrolled in a paramedic training program will qualify to apply, but being a California or National Registry paramedic prior to a conditional offer of employment will be required.
- Complete an oral board interview, EMS skills assessment, and a final Chiefs' interview.
- Upon receiving a conditional offer of employment, pass a background investigation, medical evaluation, and a psychological evaluation.

State Accredited Fire Academy
The Cosumnes Fire Department‘s fire academy is located at our state-of-the-art Fire Training Center. Fire Recruits will be challenged physically, mentally, and academically, through rigorous training in firefighting techniques, rescue operations, hazardous materials, emergency medical training, and much more. Upon successful completion of the CFD's State Accredited Fire Academy, the Recruits meet the current state firefighter standard and become probationary firefighters. Each probationary firefighter is assigned to a 48/96 shift schedule and will work under the direct supervision of a Fire Station Captain. Training will continue to be evaluated until one year of employment with the Fire Department (inclusive of the Fire Academy) and the probationary firefighter has successfully completed all final testing requirements.
