- offer step-by-step execution instructions for cultivation, manufacturing, or distribution
- supply regulator-ready submissions, application templates, or operational SOPs
- bypass, accelerate, or soften regulatory processes or requirements

They are intended to support internal clarity, preparation, and decision discipline — not to act as executable instructions or professional sign-off.
