Should I partner up with someone??

I've been in the web design space for a few months, and honestly, nothing is really working for me. I have a client but don't know why he's not replying even though I've completed the work. I was thinking of partnering up with someone like me in the agency space and also struggling. Please guys, I need your advice. I'd appreciate each and every one of your comments and suggestions.
