Hello , Running ads for fitness trainer in india, initially facebook wasnt not accepting the indian payment method, then eventaully it allowed and we added funds to run the campaign, I have set the budget for INR 400 but only INR 32 has been spent till now, the meta is not spending at all, what could be the reason?

I am trying to run ads for a fitness coach in india but as soon as I publish the ads, the ad account gets disabled, any idea what could be the reason?

What should we do to increase the order value? I am running ads for a local ecommerce brand, the orders number is fine but the order value is extremely low.
