Sunstone solar coming through despite it's developer's bankruptcy would be a nice gift.
Cost modeling
I'm modeling the capital carrying cost for various utility scale generation plants. The model assumes that a certain percentage of capital expense is attributable to development rights, such as land, and that these costs are recoverable at the end of the project life. What is a good rule of thumb for the percent of a solar project cost that is due to recoverable development rights?

@Marian Dor For context, this involves an investor owned utility calculating the avoided cost rate for a qualified facility. The model with the end of life cost recovery is confidential. It is used to generate a capacity payment factor that is multiplied by total capex. See the attachment at tab "Table 3 PV_.PX.BDG._.PTC.2031" cell C60 for the payment factor, D16 for the annual fixed capital cost. I would think that the development rights are temporary and can't be monetized at end of life, unless the land is purchased.

I think perhaps the rational is as follows: a portion of the cost for a utility scale solar plant is permitting, approval, and interconnection. At the end of life of a plant, the land may be put to different use, in which case development costs are not recouped. However, the facility may be retired and replaced with new facilities without incurring the same level of permitting and interconnection costs. Modeling recovery of development costs at the end of plant life could be an attempt to reflect the potentially lower costs for replacement facilities.

@Călin Sas I never really get into that. My work is primarily focused on getting the utilities that are purchasing power from the client to pay a fair rate, so client's operations don't come up often, other than concerns about reliability.
