I have extensive security experience, and while my hands-on FSO experience is more recent, I have quickly built the knowledge and practical processes needed to effectively manage multiple non-possessing small-business cleared facilities.
Vetting Citizenship
Hi all, I'd like to hear your thoughts on the topic. Human Captial or Human Resources on board employees into the organization. This has been a practice for years and works very well. Part of onboarding should include verification of eligiblity to work as well as execution of a background check. With cleared defense contractors, FSOs should be incorporated into the onboarding process. The FSO role is to either grant access to already cleared personnel, intitiate background investigations for those not already cleared, and prepare employees to execute on classified contracts. In many organizations, HR and FSOs might be the same person or share the same office. In this case, the onboarding process for cleared employees may not be an issues as the employees are either the same or shared. In larger organizations, the FSO and HR may be separated by distance, offices or other circumstances. However, they should be working together from onboarding to termination of cleared emloyees. Here are some important things to consider: - If HR only uses I9 identification for onboarding, which is either a drivers license or social security number. These sources do not determine citizenship, just eligibility to work.  - FSOs must ensure U.S. citizenship, which requires passport, birthcertificate and or citizenship documents such as naturalization forms, therefore should be part of the on boarding process - FSOs must ensure cleared employees remain eligible. This may require involving HR in policimaking and documentation of emlpoyee non-compliance - FSOs must debrief employees when access is no longer required, therefore should be part of the off boarding process As your company grows, consider ensuring your FSO is part of the growth and has the opportunity to execute their requirements to demonstrate NISPOM compliance.https://thriveanalysis.com/nispom-blog-posts/

I support multiple clients, and I have trained my HR contacts to include me as early as possible in the onboarding process. That coordination is especially important because all of my customers require some level of clearance. Once HR completes their initial steps, I confirm the candidate’s clearance status, update the owning relationship in DISS, and then advise HR accordingly. HR then negotiates the start date with the candidate while keeping me copied. At that point, I send the candidate the required PII collection document, initial training portfolio, VAR requirements, and any other onboarding items. For citizenship documentation, I request the same type of documents normally used for I-9 verification, unless HR already has the documentation and can securely provide it to me. Having a close working relationship with HR is extremely important because it helps ensure clearance verification, DISS updates, training, VAR processing, and start-date coordination are handled smoothly and without unnecessary delays.

Training, and how to manage it efficiently. I recently started supporting a few legacy non-possessing clients, and their training programs were being managed through spreadsheets. They were all over the place, with multiple requirements driven by various DD Form 254s. To bring some structure to it, I created a database, which has helped, but it is still very data-entry intensive. Argh!
